If a new treaty is to focus primarily on the concerns of the citizens, the Charter should definitely be included.

The Dutch citizens have already indicated that they are hugely in favour of European cooperation. Everybody profits from a more democratic, simple and effective Europe. If a new treaty clearly brings this goal closer, there is no need whatsoever to fear the outcome of a plebiscite.
