variable geometry
- the idea that each country should choose which European
Union policies it will take part in, and which it will not.
Unlike in a multi-speed
Europe, the implication is that any opt-outs
will turn out to be permanent rather than temporary.
veto
- the power that each member
state has to prevent a decision being reached in the Council
of Ministers, when decisions are taken by unanimity.
