Justice and Home Affairs - the subject matter of the third pillar.
This covers questions such as immigration and asylum, as well as
police cooperation in the fight against terrorism and organised
crime. Decisions are made by ministers and civil servants: the constitutional
treaty would increase the involvement of the European
Parliament.
