democratic
deficit - the idea that the European
Union institutions
are not as democratic as their counterparts within the member
states. Pro-Europeans
suggest ways of filling the gap; anti-Europeans
often argue that it cannot be done. (more

double-hatting
- the proposal in the constitutional
treaty that the new foreign
minister can be both the High
Level Representative of the Council
of Ministers as well as a member of the European
Commission.
